table cell top border, netscape workaround

I'm using:
style='border: solid 0 #000; border-top-width:2px;'

to create a black line on the top of a table cell,

this works great in IE but in netscape (4.7) it only puts a black line where there is text or an explicit space, short of rpadding of lpadding the cells how can I achieve a solid black line on the top of specified cells in both IE and Netscape.

I gave that a try and it looks the same in IE but now it doesn't show any border in Netscape. Any other ideas?
