Table Breaks between pages

I Have a report with 4 tables, each with 25 rows (including header). The first table is fine, but only half of the second page fits on the page causing it to be split between two pages.

I have the table enclosed in a list. The list and table are set to "Fit on one page if possible". This works for parameters where the tables are smaller, but for some reason with the bigger tables it tries to fit more than one on a page, even if it knows the second one won't fit.

Is there someway to say, if this table can't fit on this page, render it on a new page?
