Tabindex in pocket PC application

When creating a new smartdevice application for pocket pc 2002 in the VE.NET 2003 environment. If I put controls on a form there seems to be no way of setting the tabindex.

In fact if I go into view > Tab order I get the following message

"Specified cast is not valid"

I am using the latest version of the compact framework and the latest sp for the .NET framework - I get the same problem on all of my colleagues machines. Can anyone else replicate this problem is this a bug / deign feature or am I missing something ?
