tabbed control display problem

I have a tabbed control on a form (this is not the difficult part!).

I say, I say. It's a joke son!

When the user opens the form, it scrolls down a little, hiding the tabs. This also happens some times when a user clicks on the tabs.

The user can easily scroll up; but I'd rather not have them need to.

Any suggestions?

Have you looked at the Tab Order of the form, that is View->Tab Order?
 
The form only has the tab control on it; nothing else.

Then check the size of the undelying form and make sure that it not bigger than the window.
 
Is the first control on the tab to receive focus located in the lower part of the tabbed page? This will make the page automatically scroll down.
