Tab inclusion/exclusion based on membership

I'm administering a WSS 3.0 site for a small organization (around 70 people), and am having some trouble with the tabs on the top link bar.



So, we have tabs based on groups within the organization and the permissions for each tab are based on a domain group for the Active Domain. This is a great way to do things because end users will only see the tabs that they have access to based on their domain group, all other tabs are hidden from them.


The problem is that this scenario only works so long as the end users have only a Read or Contribute permission level on a site. As soon as an end user has Design privileges, to manage their own site, they now are able to view all of the tabs on the top link bar, whether or not they have access to them.



To be clear, they still cannot access the pages that they do not have access to, but they are now aware of all the pages on the top link bar and it is a bit of an eyesore.

Has anyone else run into this? Is there a way to edit this through the master pages perhaps?
