Tab and Toolbar on Report Manager Not Showing

Hello All,

We are trying to move report service to a new computer. After installation and configuration, we found that there is no tab and toolbar showing on the report manager application. On the Report Manage Application page, it only displays the header with the title and [home] , [My Subscriptions] and [Help] button links on the top right corner.
The environment is:

Application server: Windows 2003 with 64 bit, IIS 6
Database server: Windows 2003 SP2 with 64 bit, SQL Server 2005 Enterprise

Any help will be greatly appreciated
