I am installing a new base station with one handset. I have assigned the phone with port id 1, put the base station into registration mode and registered the handset with out problems. My problem is this....

The phone works fine until it is not used for a couple of minutes and it displays sleeping on the handset. Then when the dn of the handset is dialled or the did it will not ring. If you hit any buttons it is extremely slow to respond, and when the intercom key is hit it will pause for a bit and then say out of range. The only way to bring it back to life is to reboot the base station and power the handset on/off.

Has anyone seen this problem before? I am thinking it could be a defective handset?

Souns like a bad handset, interference from an access point, or a bad port. I would change to tcm loop 2. If that fixes it, the, its the base station. You might also try a different station port and also try moving the base station.
 
Check the dipswitches on the base and set them for if you have more than one or if you only have one.

Otherwise I'd replace....

Sounds like you're getting interference from another wireless device. Possibly wireless LAN.
 
I RMA'd the set back to Nortel and replaced with the new handset. Work fine right away. Just an FYI
