T7208 Message Waiting Stuck on

What would cause a T7208 to have the Message Waiting Indication light constantly on and the Message Waiting Text is on the LED.
I went into maint and disable the dn. I reboot the CP150 and then changed the DN to a dif #. Then changed it back.
I added a mbox account to the ext and left a message and then cleared them but still to no avail.
Bad phone I guess?

Try F#65 to clear the lite.

Probably a user trying to program a autodial button. F*1 is ext autodial. F1 is msg. Frustrating that they're so similar.
