T2 Qsig

Hello;
I have a problem with a T2 QSIG trunk.
I receive many calls from the remote site to the MD110 friends I can not call out the other way.
I made a capture of the exchange on the link.
When I run the call from MD110, I receive the information because 28 Invalid number format.

So I think that is the numbering plan that is the problem. I would put it into unknown plan to replace ISDN (E164)

Does somebody has already encountered this problem?
