T1s having issue

I have 2 T1s in other site. One is for local PRI and other one is for Vnet calls. The link which is going to AT& T is not working.
And the T1 for Vnet showing up,but when i make 7 digits calling I am getting No channel/ circuit available error.
please help me out to find in both the T1s.

Did these both work at one time or are they new/just being turned up?
Assuming you have a good connection and they were previously in use, try this:
Disable the D chan.
Disable the PRI loop
Enable the Loop
The loop should come up and enable the d channel automatically.

Next:
Do you have a loop back jack? If so, plug it in to try to loop back the PBX from the demark, this will test all your wiring programming and hardware. If you have issues, troubleshoot cabling etc to confirm it is good.

Next:
Assuming the loop back works, check with the Telco to make sure it is set up the same as you have programmed. (ESF/B8ZF etc)

Next:
Get PBX maintenance provider in to troubleshoot and to show you the steps they take, so you can follow along next time it happens by yourself.
