T1 Tie Line Options for Fax Gateway

I'm trying to configure a T1 tie line to work with an OpenText Fax Gateway 2100. I have tried asking OpenText support about this and they are clueless. I can receive faxes but cannot send them. The fax application says the machine I'm faxing to is busy, but I know it is not busy. So I'm thinking there must be a misconfiguration of the 2100 or the T1 line that allows only one-way traffic. Can you think of anything to check? Currently the 2100 is set up to use "T1 CAS" with Line Code "AMI" and Framing Method "T1 Framing 12". There is a CAS Table called E_M_WinkTable.dat.

We are migrating from an older RightFax system that uses a Brooktrout TR-114+P8V-T1 board. Currently the old system is up and running with the T1 line. I'm simply removing the cable from the Brooktrout board and plugging it into the 2100 for testing. I'll put the T1 setup below. Our Definity version is R013x.01.5.642.3. Thanks for any ideas. -G.
