T1 speed

ok...sorry to post this in DSL..but i didn't see a T1 forum so i'm hoping you guys can help me out....i have two T1's coming into my office...my service sucks..it went down for about 48 hours and they said it was a bad multiplexer...well now the service is restored..but my download speeds are 100 K..yes 100 K (dial up speed)...they should be 3MB..my upload speeds are normal (3MB)...the trace route and ping test are normal?? they are claiming all the test are coming back normal...and if they send a tech out..all the tech will do is run a trace route and if it comes back normal (which it will) they are going to charge me. i used speakeasy speed test and a bunch of other free ones...they said those are not accurate because they depend on other servers...does anyone know a good way i can prove to them my speed sucks..because obviosly the trace route is not exposing the problem.
 
Have you tried using ping -f -l <bits> <IP Address> i.e. using the -f switch tell the network not to fragment the packet, -l (lowercase L) sets the size of the packet, ping defaults to 56 bits, try increasing the size to say 1024 bits and see what happens, you'll find that at around 4kbits the packets wont send, but try a range of sizes.
If you see small packets being received fast, longer packets taking much longer it may be the result of some form of traffic shaping being applied by your ISP.
You have a T1, but what service level i.e. contention ratio do you have with the ISP? If the service is delivered with a 20:1 contention ration AND you're unlucky enough to find the other 19 users on line, you may only see 3meg/20 = 150k.

they should be 3MB..

Are you and the carriers and yourself running MLPP? Are both T-1's on the same carrier? You should have a basic SLA with whomever you're with to guarantee latency. Who is the carrier?
 
thanks for the help...both T-1s are with Cypress Communications. The problem is solved. It was a bad WIC in the router they provide to us.
