T1 Saturation - At what point?

At what point do you determine if a T-1 line is saturated. I am looking for an overall 60% constant traffic? Any opinion counts.

Opinions vary (as you may expect). I usually start considering an upgrade if I hit a constant utilisation of between 70 and 75%
