T1 problem on partner ACS

I tried to cut a T1 to a Partner with the following problem. When dialing out of the system the Partner continually accessed numerous channels for each call attempted. Sometimes it would access 2 channels and other times it would access as many as 6 channels. It would also change some of the channels on the same call. It would also experience slow dialtone on some attempts (1 to 2 minutes) before accessing dialtone. The calls would only stay up for 1 to 2 minutes before dropping. At first I assumed that I had a defective T1 card in the switch, I was told by my equipment supplier that because the calls seemed to try and access numerous channels after the call was in process it would only be a result of a defective smart jack.
 
The T1 card was in slot 1. I made that mistake the first try and the t1 wouldn't come up at all.
 
Are you using the csu in the t1 card or an external csu/dsu? You can test the card somewhat by using a loopback jack and seeing if you access two or three lines when trying to call out.
