T1, occasionally "Call cannot be completed, NTI25" error?

I have a customer with a non-PRI T1 and they are having difficulty making outgoing calls. Sometimes the call will go through, but quite often the caller will hear "Your call cannot be completed as dialed. NTI 25". If they hit Redial the call seems to go through just fine.

A little background: When the T1 was first installed there was a 15 second delay after the number was dialed before connection. The telco vendor made some adjustment to reduce the delay, now this problem has surfaced.

Any ideas what this is about and how it can be fixed? Thanks.
 
That is a CO error message - probably you may want to request the CO trace the calls to find out what hte problem is

It looks as if the wink signal timing is messed up

Do you see any system alarms?

The CO has been pretty unresponsive, first blaming our equipment, then finally stating they need to upgrade to a PRI to fix the problem. An expensive surprise to the customer, not very happy as you can imagine.

I wanted to explore all possibilities before I take any action. I'll have my tech check the wink signal timing next. No system alarms have been noted.

are we doing a redial that has more than 11 digits in dialout string...have we monitored outbound with tberd ...have we checked routing/dest fro correct dialout
