If a T1 module is installed in slot 1 of a 5-slot carrier, does the T1 module count when determining the voicemail hunt group stations? The system is configured as follows from left to right: T1, 308EC, 509, Part Msg, 308EC. I've only found one reference to this that seems to indicate that the T1 is not counted as part of the station numbering. If this is so, then stations 27-32 (6-port license card) should be assigned to hunt group 7. Is this correct?

I've only dealt with a T1 module once, but it may count as 400E/400EC's count as a 6 extension ports. Try counting it as a 6 port extension module and see if that works.

You are correct that the T1 module does not count towards the extension count, so you are also correct that the VM port extensions are 27-32.
