T1 is not coming up

I have one T1 site in US, and its not coming up.All the channels were showing DSBL and because of this I am not able to make any VNET calls.

Output is below

Red Alarm - Layer 1 issue - most likely carrier or carrier highway issue - unless your card blew up. Not a config problem

Thanks for the reply.After seeing the red alarm,I have escalated to the service provider verizon. but they are telling that they are getting the loop back and asking me to check on the PBX side. I have Cs1000e. I told them clearly that getting red alarm and you have to check it from your end.
How do I confirm that there is no issue on PBX side?

Red alarm on the PBX means the problem is from the NIU back to the PBX - local problem, Yellow is from NIU to carrier - remote/far-end problem.

Telco looped up their side and all was golden for them - time you loop up your side and see what you get. Since this isn't a PRI, once you loop it up, all those channels will go IDLE if everything is good on your end. You can either loop it up from the CSU back or at the card.
 
You need to get someone on site and see what's going on, you probably are not going to fix this remotely. But it definitely is not seeing the carrier from the Telco.
