T1 for inbound and outbound

Hi all,
We are using a 24ch T1 for inbound and outbound, we want 20 lines to be used for outbound only but the problem is that our inbound 1-800 number is terminated on all the 24ch.
Is there a way to do this without having the telco to change the conjuration? so that if we receive more than 4 simultaneous calls then the 5th call will go to a voicemail or message.

This is what I was thinking of:
ch 1-4 (pool a)answered by table 1
ch 4-24 (pool b)answered by table 2 and xfr to vm.
do you think this will work?

I dont want to call our telco because this is a temporary thing.
