T1 E&M dial tone

We have a location with a SIP T1 E&M from a CLEC. The cisco router hands off the T1 E&M trunk to the Norstar. We have about 100 DIDs on this T1.

Everything works fine except on incoming calls, the incoming caller hears a short burst of dialtone and then ring back or the auto attendant. The old standard T1 did not do this.

I cannot figure out how to get rid of this short burst of dialtone. No one complains but to me it seems weird for callers to hear that.

My guess would be it's coming from the cisco while it's waiting for the wink from your system to send the call. Can you ask them if they could just have silence?
