t1 as first choice and copper as 2nd

I had a T1 installed a few months ago for incoming/outgoing traffic. All my NPAs go over one rout. The first choice in that rout is my copper, and the second choice is my T1. I wanted the T1 to be the first choice. Can I just swap the RLIs in LD 86? thank you.

Change the ENTR in the RLI to make the T1 ENTR 0 and the copper ENTR 1.
