I recently put a new hard drive in my computer. I have a TV tuner card installed and it was working fine. After the hard drive install, I cannot get it to work. It keeps saying it cannont initialize the video and that there is some other video program running. I also have lost my codecs for my DVD rom. To buy other codecs I would practically have to buy a new DVD rom. Any advice on a cheaper way to get the codecs would be appreciated. I haven't moved any of the files to the new hard drive. The old hard drive still has all the original files. The second hard drive is just a storage drive

I will bet it is just coincidental that you put in a new hard drive. Try ininstalling the tuner, rebooting and reinstalling it.
Uninstall the software that came with the tuner, go into Device manager and uninstall the hardware, then reboot.
