T.V. Tuner help

have a customer that has a giga pocket tuner card and can only get channels 5&6. I whent thru the setup and asked it to scan for all channels that's all it came up with. I ordered her 3rd pocket card and a video card. I have a t.v. tuner card and it was easy to hook up. I was thinking it might be comcast. I can't see where it is her hardware and she has done a restore. She has xp home version.
