Systems is truncating the numbers while dialing

The system is not recognizing the 9 and the 1 before dialing the area code and the telephone number.
ex. dialing 9 1 787 832 4040
i made a trace on the call and i got this:

Hmmmm
Have you looked at the DMI table for the outgoing route
it may be deleteing the 1 there
