System Time Problem

This is a Win2003 Standard Edition Server running as PDC emulator in a 2000/XP enviornment. The problem is that the server is approx. 5 minutes behind the correct time. When I manually set the time ahead 5 min's it changes back within a few seconds. So I went in the registry and set it to use NTP from tock.usno.navy.mil. Then I used w32tm /resync and it bumps the time ahead to the correct time, but within 3-4 seconds it's back to the old time. Any ideas? Thanks in advance !!!

Do it right the first time, and there won't be a second time!
 
Wonder if its syncing up with your system bios time. might be worth a look at your next reboot.
