System.Threading.Tasks.Parallel.ForEach() - parallel or temporal?

Colleagues,

Never dealt with multi-threading before, and can't discern the answer to the question in subject from

Do those threads "under" ForEach() are run in parallel or temporal mode? And which argument in the ForEach() arguments' list is "responsible" for it?
