System State will not backup.

Backup Exec version 8.6
The server has the remote agent service running and starts with no problem.
Tried uninstalling and reinstalling the agent but it still will not backup the system state.
This server has an SQL database. Is there something we need to do besides installing the remote agent? We have other SQL servers that don't have this problem.
Here is error:

If your media server is NT4, you cannot backup system state on a Win2Kserver. If your media server is Win2Kserver, you need the LICENSE for the remote agent inserted on the media server to be able to backup system state of Win2KServer machines. No license necessary for unlimited # of workstations. But each remote Win2KServer requires a separate remote agent license entered on media server.
