SYSTEM STATE skip Directive

What exactly would I put in the directive to skip the SYSTEM STATE on a windows client?
 
I do not think this will work as a directive only works for absolute pathnames. However, SYSTEM STATE is a save set name.

Let me suggest you do it the other way and define your save set list appropriately, NOT including the SYSTEM save sets.
