I’ve been tasked to produce a step by step procedure regarding system state restores on the NT side only. In the past we have been directed to restore the system state first reboot the box and then the C:\ reboot box. This procedure however does not always work. I’m sure if it specific to 2000 boxes versus 2003 boxes. . I will continue to research online for the proper way to complete these restores. If you have any documentation or direction that would be greatly appreciated.

Microsoft have the best documents for this e.g.

Windows NT 4.0 and Windows 2000 disaster recovery and backup and restore procedures

How to perform a disaster recovery restoration of Active Directory on a computer with a different hardware configuration

But as you say it's a little hit and miss, if this is for DR then the BMR ( baremetal restore ) module is worth a look especially for windows.
