Would backing up the system state data on a Win 2003 DC be a good enough backup in the event of a failure?

In the event that you want to restore Active Directory, DNS, Certificate Service database, COM+ Class Registration database, SYSVOL directory, the registry and boot files, then yes.

However you cant really pick and choose what gets restored if you restore the System State, its all or nothing.. If you wanted to get granular with AD you would need to use the AD directory services restore mode and follow a different procedure.
