System Speed OTM

i needed to update a number in our system speed list using OTM. what i thought would be a simple change wasnt!

The only think i needed to change was the last four digits :
eg
90111 123456 to
90111 127890

which i did then syn back to the switch but I could not get it to dial outside line??? I found that adding 99 infront of the number cured the problem, but does anyone know whats causing the problem so that i can just have the one 9 in!

YOU HAVE TO GO TO THE SYSTEM SPEED CALL LIST IN THE SYSTEMS LAYER OF OTM. DO YOU KNOW YOUR SPEED CALL LIST NUMBER YOU WANT TO IDENTIFY? IF YOU DO, GO TO THAT LIST NUMBER, FIND THE NUMBER TO CHANGE, CHANGE IT AND SYNC TO THE SWITCH. ONCE DONE,

GO TO THE SET THAT IS THE CONTROLLER FOR THE LIST
PRESS THE SPEED CALL BUTTON, IF A DIGITAL SET
DIAL THE LIST NUMBER, 0, 1, 2 OR WHATEVER
THE CALL SHOULD GO ON IT'S WAY
