Is there any software that allows you to do all your programming and setup offline, without physically being connected to the CICS and then just simply upload it when you are in front of the unit?

I hae Norstar Manager however dont see how this can be done, seeing as Remote Tools wont even open up until you are connected.

No you can't program when you're not connected on the KSU.

I know that's will be a great feature but we can't.

Use the Excel work books. Programming can be done off line and then uploaded when complete. A download may also be made, and modified.

In order to connect to the KSU do I have to use IRAD to do so?

I guess my question is, if I want to program using the laptop off-site with new KSU in front of me, do I have to hook it up to a phone line in my office or is there a "direct connection" I can use?

The IRAD requires a modem connection. An external RAD allows a direct serial connection.
