System privileges problem of Oracle9i on linux

I have installed Oracle 9i server on linux system which is running Debian Linux 3.0r1 with 2.4.20pre4 custom built kernel. The installation process of Oracle Installation was quite smooth, except one of the file cannot be copy which is a make file called "ins-ctx.mk".. After sucessfully installed the Oracle Database, I try to use sqlplus to connect to the idle instance with command "sqlplus /nolog", than type in "connect / as sysdba" and the console returned "ORA-01031: insufficient privileges"... I had tried to re-install oracle but with no luck....

AS the manual said, we have created two Linux users which as below:

1. User: oracle Group: oinstall (I used this install the oracle DB)

2. User: oracle1 Group: dba (which is the one I used for run the sqlplus and which i suppose to used for database administration)

Can Anyone tell me what 's the problem?
