system policy not working in excel - trying to disable 'fileprint' or control id '4'

Using Policy Template: excel14.adm I am unable to disable: fileprint under
under 'custom' disable commands. I'm using control ID '4' and no dice.
Some of the other ID's work like '3' which I believe disables filesave.

Any help would be appreciated.
