I got it activated guys.
The problem now is there's no external incoming and outgoing. But the internal calls are working.
The trunk lines are set in the Expansion server and the extensions are set in the primary server. SNC is setup on both server.

For outgoing, on the primary. in the ARS table, change the Line ID in all the short codes from 0 to 9999 which is the Outgoing line ID of the SCN connection from the primary to the expansion.
For incoming, look at the incoming call routes on the expansion and set the destination for where calls should initially go.

I got it working now, but when I added additional expansion server, all expansion server went down and the server edition license assigned to expansion server was removed.
I have 2 server edition licenses.
Server Edition license upgrade exceeded: Insufficient Server Edition licenses to run whole solution at the same level as primary.
Expansion servers are in the same version R11.0.
Am I lack of server edition license?

You need a server edition license for each node. Regardless if it is a server or expansion.

Hi guys,
Server edition license is indeed expensive.
Is it okay in the server edition to just add a voice networking channel license instead of server edition license and then connect the other ip office branch as SCN instead of adding it as expansion?
The other branch has voice networking channel license ready.

I didn't test it yet, but it could work. No one will give you any guarantee that it will work forever.
