System.Net.HttpWebRequest Exception

I'm getting the following error when trying to access the " using IE.

The type initializer for "System.Net.HttpWebRequest" threw an exception.

I found the log file. It says there is an "Unrecognized attribute 'checkcertificateName'" in the machine.config file.

As far as I know the machine.config file hasn't changed in a long time.

I used to be able to go to this local web page to upload new reports. This is Win 2003 server rinning SQL 2000 RS. Any ideas? Maybe I can reboot the server tonight and see if that fixes the problem.
