'system.mdw' file not found error

After having to dump MS Access due to an OS issue, and a fresh reinstall of MS Office Pro, when I tried to open my database, I get the dreaded "Mircosoft Access couldn't find file 'system.mdw'. This file is needed for setup." I know 'system.mdw' is where passwords and permissions are stored, so how do I open the database if the file is missing?
 
If you were using Access security and you were using system.mdw as your workgroup file then you have just shot yourself in the foot.

If you had not set up Access security then any 'unused' system.mdw file will do .

If you search your machine is there no system.mdw anywhere?
To me that would indicate a faulty install.
