System is idle but taskmgr.exe show 15%

I boot my Dell Inspiron 8200 and all is fine for about 5 minutes. System Idle process CPU is 99%, taskmgr.exe is 0%.


I open a VB project and it runs fast ! I close it and open it again several times. Same super speed.

I close the VB project (no applications are opened) and I watch Windows Task Manager. Gradually, after about 5 minutes, System idle process CPU is moving down to about 85% and taskmgr.exe process is moving up to about 15%.

Applications tab on Windows Task Manager confirms that no apps are open.

Some app must be kicking in. But, I can't see anything in Task Manager (Applications tab). No new process appears. The only thing different is that taskmgr.exe process has crept up to 15%

If I run my VB app now, it's now not fast any more. It takes serveral seconds now to load and run.

How can I determine what is causing taskmgr.exe to use 15% cpu? How can I find out what new process/program suddenly got into taskmgr.exe?

On my other 2 computers, in a similar situation, taskmgr is always 0%.
