system idle process in task manager (Processes)

What is this.It runs intermittently sucking up cpu processes up to 98%.Described as percentage of time the processor is idle.I find it in proceeses in task manager and can't end this process.Is this part of an app like norton.It renders my system to a crawl then goes away.
 
No, its not really a process. Its the way windows shows when the processor is not being used or otherwise "idle".

The higher it is the better. Means you have nothing sucking down processor power.
