system freezing applying security policy

I recently installed a new NIC in a windows 2000 sp 2 pc. When booting up the PC, I get a series of messages windows is starting up, applying computer settings, and applying security policy and the pc freezes. This is before I get the Login prompt. If I disconnect the network cable the pc will boot up fine to the login prompt and I can plug it back in a gain access. The Nic is a 3com 3c905b-tx and I have the latest drivers. I also tried installing sp3 on the system, but recieved an access is denied error after files started copying and I was logged in with admin rigths to the pc. This leads me to believe there is more wrong with the system. Any suggestions.

Hve you tried another NIC? Tried it in another PCI slot?
 
please, check if there any logon scripts associated with the OU with your PC account. The script can cause this behavor.
