System Event Notification Process

We have a new Windows 7 professional desktop and can login with Domain Admin credentials, but when a normal user tries to login, it will not connect, and this message comes up:
Windows could not Connect to the System Event Notification Services.

I tried the Netsh winsock reset command which didn't help.

Any ideas?

See if this Vista fix works on Windows 7, the operating systems are pretty similar.

The fix suggests that it is a Network connection type of problem.
 
Bing and Firefox were not installed. I did try this in a command prompt which did resolve the issue:

sfc /scannow
