System Error: "File In Use By Other Program"

Greetings fellow cyber-voyagers! (..say huh?)

My dilemna today is this: I keep getting the following notice:

SYSTEM ERROR
"The file you are trying to open is already in use by another program. Quit the other program and then try again."

(NOTE: This happens even if there is no other program(s) that appears to be open!)

I may then select from one of three boxes:

CANCEL, ABORT and RETRY.

If I hit CANCEL twice, the notice goes away and everything returns to normal. If I hit the other two, nothing happens and the notice stays. Sometimes after I hit the CANCEL button twice, a notice pops up about performing an illegal something and details indicate a page fault was caused.

Any idea why this is happening and how to stop it? Thanks in advance for your help.

What exactly are you trying to do when this error happens? Could one of your startup programs be involved in this?

When exactly does this error occur? Also, what's listed when you press ctrl + alt + del?
