system error 1314 has occured

I am using GPO to run my logon script. I am trying to sync the pc time with the server tim using

net time \\2003srv /set /yes

and I am receiving this message. I tried finding help via the ms site but coul not.

How do I give the pc permission to take the new time?

I think 1314 is a permissions error. Are you sure that the Net Time line is the one that is causing the error?

Yes I am sure. It displays this right after I use the command. Looks like the user or computer does not have the proper permission to set the clock.
 
And what about setting the clock in the startup script instead of a logon script ?
