System DSN Priveleges

We are using a Terminal Server for a Database application. We need to add an ODBC Driver in System DSN in Order to access the database. If I logon as Admin I have access to the System DSN. As a Normal user I dont have access to it.

The Microsoft Knowledge Base states that a user with privileges may use the System DSN.

What privelege are they talking about?

Where can I permit users to access System DSN drivers?

I believe they speak of a "priveledged user" which would be an administrator. I'm sure there's a way to grant priveleges to the System DSN, but its best to log in as an administrator to add things to it.

What I wanted is to allow normal users to access the system DSN ODBC Drivers that connects to a database. I mean the drivers is already installed perfectly I just want to allow the normal users to use this driver.
