You could look at hista for any useful error messages, sta-hista:search;
You could see if there is an error code when the processors reboot and try again, processors will flash 01xxxx, xxxx is the error code.
You could try and load off the CF card, which you would have backed up before the power down. exec-rest:system,reload,alt;

Might be worth unplugging the SWU processors, try one then the other, to see if one processor is causing a problem.

Been a long time since I've worked on a Siemens 9006 PBX - never a 4k, but it appears some of the same indicators are used on the CPU. I recall -. meant boot from the hard drive was successful. At least now you've got more reliable options such as the CF card. 20+ years ago the DATs frequently failed. I don't recall what the 9 indicates on the CPU. If it's like the 9006 you'll see an A when the system is operational. I do recall 3 flashing bars after a power on indicated load trouble, but it seems you're past that.

I recall there was 9006.3 that would load the Unix tape, but not RMX. For some reason a different DAT drive was required to load RMX. At least now the backup media is more reliable. The many other 4k experts here can hopefully assist further.

As Moriendi says.
Remove both processors that are showing 9
Put in one only (the one nearest the dash dot processor)
See does it load up
