System Directory Display

I have a customer that is using the system directory for all their company cell phones. When they call in they need the name of the tech to pop up. I have 7 sites and it is working in four of them. In the monitor trace, it matches the system directory name but then it defaults back to the carrier called id. I have posted the monitor trace below. Any ideas why this is happening?

I know for SIP trunks the dropdown in System - telephony - telephony that says favor trunk or favor directory works but I am not sure any more if that works for PRI's

Interrupt the silence only if you improve it by saying something, otherwise be quiet and everybody will be grateful.
 
If a name is presented by the provider then it takes preference above the system directory.
Usually if the name is not known by the provider they tend to send the calling number as the name.
Ask the provider to send only CLID and no names.
