What OS? Only NT4.0 gives you the option to turn syskey on. It is on by default in W2K and I assume XP. There is no option to turn it off in either OS. If you are running NT, restoring your registry to a state prior to enabling it should disable it.

I hope this URL comes through.. it is from MS technet. Tells you how to enable syskey in XP. Also confirms that it cannot be disabled.
