syncronization outlook error !

i get a error running windows 2000 with outlook 2000.
the error is with trying to syn to a offline inbox (ERROR IN BACKGROUND
SYNCRONIZATION)
i can logg in as administrator and this works fine, but when i log in as a user
i get the error as per file attached.Both the settings are setup the same for both
the administrator and the user.
i have re-installed many times to no joy.
HELP
i have also this user settings exactly the same as other user's and they work
fine.
