Syncmaster 730b power light blinks when dvi plugged in

I am prepping an older tower I bought used for some s\w testing that never got off the ground. Currently there is no OS on the HD, but booting from a CD should work, although since I can't see anything I have no idea if it's even complaining. At least it does give a POST beep. (!)

The video card is a Verto Geforce 6800 Ultra with dual dvi outputs.
What puzzles me is when I turn on the monitor (system off) the digital signal box floats around waiting for a signal I assume. As soon as I plug the dvi cable into the monitor the power light starts blinking. When I power up the computer, it never gets to display the POST stuff or anything, which tells me the monitor is not happy with the video card. I tried both dvi outs with the same result. (I've never used a card like this before).
I'm at a loss as to where to proceed. I know the card worked when I bought the unit so I must be missing something. Any suggestions? I'm just trying to get it working to donate to a local youth organization.

Try another DVI cable. Or get a DVI to VGA and plug it into the VGA on the monitor. Have you tried the monitor and cable on another computer to verify it works? Is the DVI cable compatible with the video card and monitor, there are several flavors of DVI out there.

PC doesn't have onboard graphics too does it? Did you see it work before purchasing it or was it an online purchase and you are taking them at their word?
