Synchronizing XP and Netware passwords

We have a netware 6 enviroment with xp pro workstaions. No NT servers. The option "Change your Windows password to match yor Netware password" is grayed out.

My account type is Administrator.

Is this a windows local security policy ?

However, I'm don't really need admin auto login. I just would like to have the users local windows password change when a user is prompted or forced to change their NDS password.
