Synchronizing Public Folders

I am using Outlook 2000 (Corporate or Workgroup) along with Exchange 5.5. I am attempting to synchronize several public folders, and thought that in order to do this they had to be copied into the Favorites folder and then synchronized for offline use from there. However, when I attempt to copy the public items, I am not allowed to move them into the Favorites folder because it says that the folder already exists in the Favorites folder. As far as I can tell, this Favorites folder is empty, and contains 0 KB of data. Why is this error occurring and how can I get around this issue in order to make public folders available for offline use.
